These funds are part of the "Executive Discretionary Division" of General Improvement, and they include up to $25,000,000 for this project (see page 25, line 35 of Act 1202). Here's the AP story (published in the Arkansas Democrat-Gazette). Don't expect the full $25 mil, he hints.
