Baxter Co. Sheriff John Montgomery says some cities owe the county nearly $90K for the upkeep of city prisoners. Montgomery says the Ark. Sup. Ct. has held that all revenue collected from a person charged with a state offense go to the counties. In the 1970s, the legislature passed a law giving municipalities the ability to adopt the state code, he added, which allows cities to keep any fines and fees collected on municipal charges.
