NCSL annual business meeting

One of the most important functions of the National Conference of State Legislatures is the debate and passage of resolutions to be sent for consideration by Congress. I have no idea of the weight Congress gives these resolutions, but I suspect it's probably similar to the significant weight we give resolutions sent to us by the Municipal League and the Association of Arkansas Counties.

Most of the congressional issues legislatures and governors find important have been discussed in detail here on the blog: Real ID, S-CHIP (Arkids B), etc. Here's a glimpse of the debate from the annual business meeting this morning on rail regulation -- specifically a resolution urging Congress to enact legislation to reform the Surface Transportation Board and to remove the railroad industry's exemption from federal antitrust laws.
