UAMS renames cancer center for Win Rockefeller

The 86th Arkansas General Assembly appropriated $50 million of the state's $919 million surplus to help build a new cancer research center at the University of Arkansas for Medical Sciences. UAMS held a groundbreaking ceremony for the new Arkansas Cancer Research Center and appropriately renamed it for the late Winthrop P. Rockefeller. Here's coverage:

New Supreme Court term to begin Monday

The U.S. Supreme Court has recently taken up two hot button issues: (1) how the death penalty is carried out in many states and (2) whether voters should be required to show photo identification at the polls. State legislatures across the nation will be watching with interest as the high court considers these and other cases in the new term. Stateline.org has a detailed story on the new term.

Huckabee coming to Texarkana -- Updated

David Haak, my neighbor and predecessor in the House, is hosting a fundraiser here in the neighborhood for Mike Huckabee on Tuesday evening. I expect the campaign to reap huge dividends from the political capital, goodwill, and the area connections he has built from his boyhood through his professional and political career on both sides of the aisle.

Update: I was mistaken on the venue. The Haaks haven't moved into their new home over here yet, so the event will take place at their other house.

The severance tax

Incoming Senate Pro Tem Bob Johnson and I will be featured on AETN's Unconventional Wisdom with David Sanders today discussing the state's severance tax as it pertains to natural gas (codified at Ark. Code Ann. § 26-58-111). I'm in support of a redistribution of our tax structure that would include a moderate increase in the severance tax and a repeal of the tax on necessities like food and food ingredients. Bob opposes an increase and makes a strong argument against one. Here are my talking points, most of which I was able to make during the brief 15 minute segment:

• I'm not advocating higher taxes or an increase in state revenue -- I'm in support of a redistribution of the tax structure where we don't rely as much on working Arkansans to pay taxes on necessities like groceries and energy consumption.

• If we were to start from scratch, would we:
(a) choose to levy a moderate severance tax on out of state companies that extract nonrenewable resources from beneath our surface, or
(b) levy a sales tax on working Arkansans for necessities like food, food ingredients, and residential electricity and natural gas usage?
• At three-tenths of 1 cent per 1,000 cubic feet (MCF), we're giving away the store. Arkansas has one of the lowest severance tax rates in the country for the gas-producing states that levy such a tax. 1,000 cubic feet is about the size of a standard trailer on an 18-wheeler. While we charge 3/10 of one cent (basically nothing), Texas charges nearly 60 cents for the same amount.

• Companies are not going to pull up their stakes and move out from a moderate increase in the severance tax. Texas has a severance tax 200 times the level of ours, and Louisiana's has been close to 100 times that of ours, and production companies haven't pulled out of those states. Over 50% of Alaska's total state tax collections comes from its severance tax.

• Arkansas generated about $600,000 in natural gas severance taxes in the last fiscal year. An increase of 1/10 of a cent will generate an additional $200,000 annually. If we increased our severance tax to equal that of Texas, it would generate approximately $120 million annually. Ironically, that is the same amount generated by the 3 cent grocery tax, which could be instantly repealed.

• Arkansas is loaded with natural resources. We're the Natural State! Once these resources are extracted from beneath our surface, they can never be replaced. The state should get a revenue boost from the increased activity while giving a break to the regular taxpayer. The product is shipped out of state, so an increase from one of the many gas producing states will not affect the end user. The legislature can statutorily protect the royalty owner from having the tax passed on to them from the producer.

• Arkansas taxes the volume of natural gas extracted, whereas most other states, particularly the larger gas-producing states, base their severance tax on the market value of gas extracted at the wellhead (currently ~$6.96 per 1,000 cubic feet). This is more fair to both the producer and the royalty owner. The current statute needs to be revised anyway to correct this aspect.


TASD receives federal magnet grant

The Texarkana Arkansas School District has received word from the U.S. Department of Education that it has been approved for a prestigious magnet grant. The district will received more than $3.1 million in the first year and stands to gain over $9.3 million dollars over a three year period. This news comes on the heels of a $479,589 physical education grant it received earlier this summer. A reception to celebrate will be held next at the TASD Administration Bldg. next Friday, October 5th, at 10:30. Here's the district's press release.

Green Party submits 17,197 signatures to the Sec. of State

In an effort to comply with a revised Arkansas law on third party ballot access, the Green Party of Arkansas just submitted more than 17,000 signatures within the required 60 days to get on the 2008 ballot. The revised statute requires 10,000 signatures from valid Arkansas voters. I voted against the 2007 legislation on the basis that it seemed to violate federal constitutional standards pursuant to Judge Eisele's ruling in Lendall v Jernigan, 424 F. Supp. 951 (E.D. Ark. 1977). The Secretary of State's office will now begin reviewing the petition and signatures. Here's the article from the Associated Press.

Central High 50th Anniversary Commemoration Ceremony


Here's some raw footage of today's very moving event on the front lawn at Central High. I was low on batteries, which caused the camera to cut out a couple of times. It was a great program: each of the Little Rock Nine reflected on their experiences at Central -- it's amazing what can be taken for granted.


U.S. House set to vote today on S-CHIP expansion

The State Childrens' Health Insurance Program funds health coverage for uninsured children, and without signed legislation, it will expire on Sunday. The compromised bill to be voted on today is expected to pass, but President Bush has vowed to veto the measure on the grounds that (a) it is too expensive, (b) it amounts to the federalization of health care, and (c) it covers some children who aren't poor. The legislation provides for an additional $35 billion over five years to add about 4 million children to the 6.6 million already covered. Here's today's Washington Post article.

Bill ending prohibition of scalping reaches Massachusetts House floor

A handful of states, including Arkansas, Massachusetts, Kentucky, Michigan, and North Carolina, restrict the resale prices of tickets. Two versions to repeal this restriction were submitted earlier this year in Arkansas, both of which failed for various reasons. The Massachusetts bill requires anyone reselling or facilitating the resale of tickets above face value to pay $1,000 for a license, post a $100,000 bond, and guarantee a refund (less service charges and delivery fees) if a ticket turns out to be counterfeit or the event is canceled. Little Rock Nine Foundation’s 50th anniversary opening news conference

The Clinton School hosted the Little Rock Nine Foundation’s 50th anniversary opening news conference this afternoon. Skip Rutherford has more at the Clinton School blog. A reception at the Governor's Mansion honoring the Little Rock Nine will take place at 6:00 p.m. this evening.

United Way Day of Caring

A good crowd showed for this morning's sunrise breakfast with the United Way of Greater Texarkana prior to working on several projects around the city. I'm headed over to CASA's Child Advocacy Center and the Faith, Love & Hope center this morning. Here are a few pictures from the breakfast:

Transparency in public pensions

Some states guard individual pension payments for public employees as a matter of privacy, but not Massachusetts. The Massachusetts State Treasurer's Office just released a 2,205 page report that details the amount of money each recipient of a state pension in that state receives. The Boston Herald has created a database that allows you to search it by name, but apparently not by amount of benefit. You can find Michael Dukakis on there ($30,033.72 annually). A former medical school faculty member tops the list at $232,000.00 annually.


Congress revisits Medicaid ID law

Congress is working to soften the impact of a year-old law that is designed to keep illegal immigrants from getting Medicaid benefits but is inadvertently disqualifying many U.S. citizens from the health insurance program for the poor. Here's the stateline.org article.


Arkansas Legislative Council withdraws request to void correction

With little fanfare, the Arkansas Legislative Council voted this morning to withdraw its request that the Arkansas Code Revision Commission void a correction of the law that inadvertently allowed anyone under 18 to marry with parental consent. Here's the Associated Press article.

Tour of the proposed SWEPCO power plant site

I'm just returning from a tour of the proposed SWEPCO coal-fired plant site near Fulton in Hempstead County. In addition to the actual site, members of the Arkansas Public Service Commission and other state and local officials toured the water intake site on Little River and the nearby wetlands, including Grassy Lake. Fundraising season

While most people would like to see an overhaul of the way political campaigns are funded, as it stands they require lots of donations and/or personal money. Fundraising is just a necessary component of political campaigns in order to get your message to the people, and the amount of money a candidate can raise is generally -- but not always -- a pretty good barometer of how he or she will fare. Several fundraisers are being held across the state this evening ahead of next year's election cycle.

In Russellville, Thomas Akin (D) will kick of his campaign for House District 68 at the historic downtown depot from 5:00 p.m. to 7:00 p.m.

In Little Rock, Rep. David Johnson is attending a fundraiser for the Senate seat he is seeking. While not a fundraiser, Sen. Jim Luker (D-Wynne) is holding his 11th annual fish fry. Here in Texarkana (on the Texas-side), a reception is being held tonight for Judge Leon Pesek.

In addition, former Rep. Joyce Elliott will be announcing her intention today to run against incumbent Senator Irma Hunter Brown (D-Little Rock). The announcement will take place at 5:30 p.m. at the Capitol. Here's more on that race.

DPA Chairman Bill Gwatney held a press conference at Noon today at "Testament," the tribute to the Little Rock Nine on the Capitol grounds, to make the largest donation in the history of the Democratic Party of Arkansas to the Central High Integration and Anniversary Commission.

Over in North Little Rock, the Arkansas Retired Teachers Association has convened for its annual meeting. I spoke to the group this morning and discussed the current state of health insurance premiums for retired teachers in Arkansas.

Arkansas Insurance Commissioner Julie Benafield Bowman made a stop in Texarkana this morning as part of her statewide tour to answer insurance questions, including those relating to Medicare Part D and Medicare Advantage Plans. The tour has received a lot of publicity, and I'll be writing more in the coming days on problems affecting Medicare Advantage Plans in Arkansas and what the Arkansas Insurance Commission and the Ark. Attorney General's office is doing to address these problems. My ace roving reporter covered this meeting. Here's my mom with Commissioner Bowman:
