Secure Arkansas resubmits ballot initiative
Secure Arkansas has culled the title to its previously-rejected ballot initiative down from four to two pages and added some specifics. It was previously rejected partially on the basis of its lengthy 923-word title. The title is now a concise 826 words. Keep in mind that we still have this silly law that prohibits someone being in the voting booth for more than five minutes (Ark. Code Ann. §7-5-309(c)(1)(B)). The group is seeking to put a measure on the November ballot that, if successful, would require state agencies to verify that those seeking public benefits in Arkansas are legal residents.
I was initially concerned that such a move would jeopardize F1, F2, and J1 student visas and exchange student programs. After looking at federal law, though, it appears as though those students would fall within the definition of a "legal resident."
