Capitol recap

Until we join our neighboring states by streaming all committee meetings at the Capitol, this little camera will have to suffice. Here's some footage from this morning's Administrative Rules and Regulations meeting. Matthew Miller (attorney for the committee) is explaining a new policy he's undertaking to follow up on all new legislation requiring a promulgation of rules by an adminstrative agency. As an aside, I've been trying to track down a comprehensive list of the calendar meetings of all boards, commissions, councils, etc of state agencies. I've found that usually, the only notification given is to the press to satisfy statutory notice requirements. If we can figure out a way to prepare a calendar of these boards, I'll post the meetings here.

Pursuant to Ark. Code Ann. §10-3-309, we're in the process of reviewing rules and regulations of state agencies for the purpose of having a method of taking remedial steps to correct abuses of rulemaking authority and/or clarifying legislative intent with respect to the rulemaking authority of administrative boards, commissions, departments, or agencies this morning. Rule changes of interest this morning include subtle changes to the ADE Arkansas Better Chance Program and revisions to the ADEQ water storage tank regulations. The following agencies are on today's agenda:

Arkansas Economic Development Commission
State Bank Department
Department of Education
Department of Environmental Quality, Air Division
Department of Environmental Quality, Water Division
ADEQ, Regulated Storage Tank Division
DHHS, Developmental Disabilities Division
DHHS, Health Services Division
DHHS, Medical Services
Arkansas Natural Resources Commission
Comm for Public School Academic Facilities & Trans.
Public Service Commission
Arkansas Real Estate Commission
Department of Workforce Education
