Textbook royalties and incentives (Updated with House votes)
I'll be carrying two Senate bills on the floor this afternoon for Sen. Sue Madison (D-Fayetteville) dealing with college textbooks. These are part of a "textbook package" that Sen. Madison has prepared after an interim study on the issue was held in the interim Committee on Insurance and Commerce. The effect of these two bills are as follows:
Update: Both bills passed out of the House and are headed to the governor's desk -- individual votes are below (click the green buttons).
SB27 prohibits incentives being paid by publishers for requiring use of their textbooks to institutions of higher education or individual departments or professors.
SB30 provides that employees of institutions of higher learning can't receive royalties on text they write that are required for use at their institution -- royalties must go to their dept. to be used for academic purposes.
