Short floor calendar today
I'm presenting an Arkansas Traveler certificate to USCA 8th Circuit Judge Jay Riley, who's in town today. Outside of a couple of motions to expunge and place on the calendar for a second reading (or to concur in a Senate amendment), there are only seven bills on the calendar. This is normally the case on Tuesdays since no standing committees meet on Mondays.
The biggest item on the calendar is the last bill, which prohibits the sale of novelty lighters in Arkansas. If you'll recall, we conducted a poll here on Under the Dome shortly after two young children in Russellville died in a fire started as the two boys played with a motorcycle-shaped lighter. The vote in that unscientific poll was 86 for, 25 against. Here are today's bills for consideration before the House at 1:30:
HB1420 (Saunders): This is an amended version of the DOC goods bill that failed 9-90 last week
HB1462 (Edwards): Allows a business to convert into another business org. type
SB311 (Faris/Ragland): Amends makeup of Cosmetology Tech. Adv. Comm.
SB350 (Key/Dickinson): Repeals DCFS Kinship Foster Care Program
SB351 (Key/Dickinson): Amends eligibility for a relative guardianship subsidy for a child
SB361 (Luker/Brown): Increases fee for monthly fertilizer tonnage reports
SB154 (Trusty/Overbey): Prohibits sale of novelty lighters
Update: SB154 passed 97-0. Reps. Baird, Everett, and Martin didn't vote.
